Democracy and reform constitute the basis for a comprehensive improvement of political and social conditions within the Arab region.

In its Democratic Participation Programme, hbf-AMEO aims to contribute to the ongoing debate on reform, democratisation, human rights and the rule of law in the three project countries. We do this by offering our support, knowledge and expertise to NGOs and other civil society organisations to assist them in strengthening popular political participation.

As successive Arab Human Development Reports since 2002 indicate, political reform and democratisation are essential for the future development of the Arab World.

The countries in the region area are currently engaged in a fragile process of transformation requiring legal, organisational and institutional reforms. There is growing recognition of the vital importance of key freedoms of expression and association; the need to end all forms of social discrimination; and the urgency of introducing the principles of transparency and accountability throughout the executive, legislative and judicial processes.

Often the strongest call for democratic development comes from the people themselves, and thus we are focusing our work on supporting and promoting civil society as one of the major forces for change in the region. Civil society organisations initiate and push forward the discourse on democracy and reform and bring relevant issues to the attention of a broad audience. 

     
   
 
  • Regional conferences that promote debates around democtarization processes in the Arab world. For example a conference organized in Egypt on “New Democratic Movements”. It was organized in cooperation with Cairo Institute for Human Rights Studies in May 2007. Participants from 8 Arab countries in addition to participants from Eastern Europe and South America attended the conference and discussed the challenges facing Arab political activists especially youth and the potential to overcome these challenges.

     

  •  National debates around democratization processes. For example A conference about “Fateh: Reality and Challenges” was conducted in May 2007 in cooperation with the Popular Action Council which is an NGO politically affiliated with Fateh movement. this project was implemented in Palestine bringing political activists, researchers, academics and journalists together to assess the experience and achievements of Fateh movement. The meeting was planned to facilitate reform within Fateh in preparation for the 6th general conference.

     

  • Translation of good books or research papers about the region from German to Arabic. The idea is to make this knowledge available to Arab researchers and scholars. For example a book titled "Hamas. Der Politische Islam in Palästina“ written by Dr. Helga Baumgarten was translated and is going to be published by Muwatin before the end of the year.
